Not sure what its based on. Its a green line on the fueld with field goal range written in it. Maybe the directors watch them in pre game warm ups and base it off if that?

If Sabastian Janikowski is the kicker, that line would be almost at mid-field

Before this season it was only used in situations it was relevant. Now it seems its on every drive.

This. It has been around for a while. But only used like in 2 minute drill situations.
