Who would benefit more if there were no penalties in football?

The offense or the defense?
Keep in mind, I'm talking about AFTER-SNAP penalties (so not considering false starts and offsides)

Some examples of what I'm talking about:
O Linemen can hold
D Linemen can take late hits
Defensive backs and Wide Receivers can't be called for PI on each other
Defense can tackle using facemask while offense can block using facemask, extensively

Discuss who gets the edge in this twisted scenario and why.

Additionally, kick and punt returners would probably be extinct

Offense

The OL would just tackle people. How do you stop that?

True, but then the Dbacks could just tackle the WRs off the line of scrimmage.

There'd be a significantly larger focus on strength.
Would be a clusterfrick, regardless

Yes, that much is obvious-
The conversation is about strategically, which side would have the bigger advantage.

The offense would definitely have edge on running plays while the defense would have it for pass plays.

Defense.

Wide receivers would be tackled before catching the ball and running backs would be tackled with their facemasks by the linebackers not being held by the OL.


Defense would play a 5-3-3

DE
DT
NT
DT
DE

OLB
MLB
OLB

CB
S
CB

Assuming the offense had 5 OL, FB, RB, QB, TE, and 2 WR then you would have a LB not blocked and a safety creasing the line to help with the RB.

The forward pass would go out of existence. Every DB would just grab the receivers and hold on to them.
