Can ESPN compensate a high school recruit to delay their announcement?

Since they are not yet college athletes and aren't governed by NCAA rules yet? I find it suspicious that the top recruit on rivals each year seems to wait forever after singing day to announce. This would only benefit media outlets like Rivals, ESPN, etc. Does anyone know the rules on this?

I won't be a dick, and the answer is no.
Any payment not regulated by the NCAA (aka a scholarship) prior to a guy announcing for the NFL draft and getting an agent would be a violation of his amateur status.

Meh, cam has always come across to me as a guy who would rather just get to work and avoid the cameras. That's purely my opinion, before anyone takes it the wrong way.
