Question about keeper league!

This is our leagues first year implementing the keeper. We agreed that any player drafted 10th round or beyond could be kept for the next season.
I drafted Percy Harvin in the 11th with the idea I can keep him next year for the 11th round.
My question is do I have to keep him on my roster all year or can I drop him and still have him for next years draft.
People in my league didn't think it was fair for me to draft an injured player, drop him, and then be rewarded with him next season. I just thought it was good strategy.
Who is right?

He has to stay on your roster.

In all keeper formats that I have played, you can't drop a player during the season and then keep him the next season.
