Immigration: Hiring H-2A Classification Workers

I'm trying to bring my wife's brother over from the Phillipines and believe an H-2A Visa is the best route. I need someone (brother-in-law) to live on my farm and take care of my livestock animals. I think showing this person needs to work at night and on weekends might thread the needle on threshold by government. Basically prove that nobody wants this particular job. Also, with this Visa his family could live here with him. The H-2A is good for 1 year then you can reapply and stay in country no more than 3 years.

with amnesty right around the corner why doesn't he just cross the border
