Thats really a great idea.
-apps to annotate plays with your own notes
-apps to draw out Xs & Os
-can lock device with remote services if locked
and if it's an improper benefit to give them to the players, they can always be "loaned" for 4 years as a piece of "athletic equipment".

iPads are being used more and more in schools these days. It won't be a problem since they can only use them for 3-4 years. I bet a lot more colleges are doing this or will be in the upcoming years.

Agreed. LSU cannot be the first to do this. If they are it's a great idea.

You could get free plays on the app like the no-huddle up the middle toss and the wildcat sneak, or upgrade to premium plays for $1.99, like the 6 yard comeback pass to James Wright who must catch it with his knees on the ground.
