1- Getting the black vote fired up in time for the midterms

2- Avoiding that the IRS was directly tied to his chief counsel. As well as avoiding Benghazi, his court results on the recess appointments, APGate and so forth...

Also note he did it on Friday afternoon so the racial tension and death threats and rioting can continue, while he golfs and campaigns.
