New Rule Change?

I am hearing that the SEC coordinator of officials Steve Shaw said that apparently quarterbacks after throwing an INT and punters after punt are now considered "defenseless" players. I knew they made a few rule changes in the offseason, but this was not one that I had heard.

Here's your defenseless player.

Already been like that with QBs. If you hit them right after they release it the refs usually let it slide. Otherwise a QB would be able to slow the rush by simply pump faking...

Then they should not be able to make a tackle on a punt return or INT.

Probably has something to do with this:

Doesn't the NFL already have this rule?

The difference with that one is that was a complete cheap shot away from the ball when the play was dead.

So are they allowed to make a tackle? If they are defenseless and allowed to make a tackle then how does one go about blocking them and keeping them out of the play?

After an INT. The new rule would make that a personal foul no matter what right?

The Bama fans around me bitched after that tackle saying how dirty it was.
And they say LSU fans bitch about everything.

So at any point in the play do they become not defenseless? I mean if a QB or punter takes a lick trying to make a tackle is that a penalty....should the runner just lay on down when the punter or QB gets near after the punt or INT?
This sounds like a great rule that can be equally enforced across the board.

I don't see that anywhere in the rule changes.

EDIT: The QB and kicker were listed as defenseless players back in 2011 in certain situations:
a. A player in the act of or just after throwing a pass.
b. A receiver whose focus is on catching a pass.
c. A kicker in the act of or just after kicking a ball.
d. A kick returner whose focus is on catching or recovering a kick in the air.
e. A player on the ground at the end of a play.
f. A player obviously out of the play.

You're not understanding.
A returner would still be able to truck a QB trying to tackle him. The rule is to keep players from specifically targeting QB's after the INT.
Used to be a DL would immediately look for a QB for the sole purpose of knocking the crap out of him when he's 30 yards away from the play. Something they don't do to other players.

I like how the sec official singled out the lsu player when discussing the celebration rule
I wonder what plays they showed during the sec media days, I wonder if it was evenly distributed or if they loaded up the lsu highlight video

Take away the pads and give them flags.

Found what you are talking about. It was discussed this morning at SEC Media Days.

The "targeting" rule has also been expanded to aid "defenseless players" — namely punters and quarterbacks — for the duration of an entire play. That means QBs will be protected after interceptions, fumbles or down-field blocking attempts ... and punters will be protected when running downfield on post-kick coverage plays. There are two significant additions to the ruling:
1. A targeting-rule violator who commits the foul in question during the first half of a game will be disqualified for the duration of the afternoon.
2. A targeting-rule violator who commits the foul in question during the second half of a game will be disqualified for that day — and the first half of the following game.

The Dial hit on Murray is precisely the play that forced this rule and is being used as an example of when to enforce it, according to an interview I heard of Steve Shaw a few weeks ago.
Of course, Dial should have been called for targeting the head--his hit was way more vicious than the one that UGA was called for on McCarron earlier in the game.
Good rule, in my opinion, if it is applied properly. No need to scramble a kids brains just to make a block.

Rule changes to prevent permanent brain damage is going too damn far!

This looks like it's opening a can of worms. I can see the awful refs the SEC employs considering any blocking of such players a violation.
