How Many Exemptions Should A Single Person Claim on W-4?

I'm filling out a new W-4 for work and the worksheet is saying I should claim 3 exemptions: Enter 1 for yourself if no one can claim you- 1, Enter 1 if you are single and have only one job- 1, and enter 1 if you will file as head of household- 1. Now I haven't filled one of these out in a while, but I'm pretty sure last time I only claimed 1. My brother is telling me to claim 0 so I don't owe anything come April. I'm looking to have paid pretty much what I owe when tax time rolls around. I don't want to owe anything in April, but I don't want some huge refund either.
How do I know what I should claim ideally?

Its always better to owe than be refunded. Unless you live paycheck to paycheck

If you have a mortgage, or any other larger deductions, like student loans, you could claim 2 or 3 to avoid a large refund.
