Can be on any level but take into account the level of competition to whatever extent you'd like.
Eddie Robinson
Nick Saban
Sean Payton
Les Miles
maybe a JT Curtis...
definitely Jay Roth up in this bitch...
Who would you say is Louisiana's most successful/best all time football coach?

as far as level specific is concerned it has to be JT Curtis

Eddie Robinson
Les Miles
Sean Payton
Curtis
Saban should not be included in this list considering he is actively coaching in a different place. Also he was only here for 5 years.

as in wins the most?
Can't be anyone but Robinson or Curtis, right? I'm not even from LA, you tell me?

level of competition
How so? Levels of completion are relative. Everyone played against relatively equal competition, right? If you mean "Best" teams then you make it only between Saints' coaches.
