Excuse my ignorance, but when can the front office start officially making moves? I know that the draft is June 27th, so when can the Pelicans officially shop a player and a pick in the draft to another team?

They can talk to GM's now.

Free agency, so talking with players starts on July 1.

Stuff officially happens starting July 10, but it can be all-but-official before then.

Nothing is stopping them from talking now other than teams aren't ready to make deals until they have more information on the players in the draft and see how the draft actually falls. If Minnesota really loves Oladipo why trade up to 4 if you can spend less assets trading up to 6 to get him if he falls? I wouldn't expect to hear anything very exciting between now and draft night other than a few guys rising up the boards in workouts like Lillard did last year. Keep in mind that some "draft day" deals can't technically be completed until July 1st when teams are working with next year's payroll.

That's the later day, not the first.
