Can you play as the old teams in the game like the Quebec Nordiques, Northstars, etc, and use old jerseys?

No you can't play as the team, but you can use the old jerseys for most of the teams.
Like if you pick Colorado, you can use the Quebec jerseys, if you pick Dallas you can use the North Stars jerseys.

Thought you might have meant use them like as a classic team and not just the jerseys.

yea, i always use the old ones but i haven't gotten the new game yet and wanted to make sure EA didnt get rid of that feature...
Being the Quebec jersey will proly be the only chance of ever seeing that jersey play again
