Calling baseball scoring statisticans

A high pop up is hit to shallow right field. There is a 15-20mph wind blowing out. The right fielder is under the ball but mis-judges the strength of the wind. The ball falls to the ground behind the fielder.

If the fielder could have made the play with "ordinary effort", then it is an error.

If he doesn't touch the ball most scorers call it a hit especially in the college game

How the hell is this an infield fly? There is no mention of outs or baserunners.... it's a hit because fielder didn't touch ball
