This can still happen but with the draft bonus pools now in place it basically puts a limit on your top 10 picks and how you spread that money around.
A team can still draft Williams in say the 2nd round and throw 1.5 million at him but in turn they would need to go after a couple of other kids knowing they would sign for near nothing.
