While he may not have been listed as "Out" for more than 3 games in 5 years (assuming you are correct), he's definitely been limited in way more than that.

Not really. He signed for vet minimum so he counts as a second year player towards the cap. I think they save about $20,000-$25,000.

I do very much agree that I'd prefer a legit WR who can also play gunner. We already have enough returners so Roby is basically on the roster to one thing. He does it very well, but how many snaps does a gunner get? 6-8 on punts and 6-8 on kickoffs? Not worth having a guy playing only 15 snaps.

I won't argue that he has been limited, but not in way more games than that. Slight exaggeration there.
