Probably stupid question about walk on athletes (not LSU specific)

are other schools allowed to reach out to walk ons and offer scholarships? or does the athlete need to drop out of the school they currently play for? discuss.

To add to your questions, what happened to Populist? I thought he was supposed to be a senior this year.

Yes.
