I too have heard of Japanese boats paying a kings ransom for tuna caught in the gulf. They will sail right up to the sports fisher and pay cash.
Urban legend?

If you want to cash in you have to go up to the New England area, buy a commercial license and bluefin fishing license. The tuna license is just secondary in case someone were to catch one, normally anybody who uses rod n reel to fish for whatever.

100% urban legend. Not at all how it works.

I won't argue the illegal stuff as maybe that is new. However we catch them with some regularity in the gulf normally in late May to early June. About five years ago the gulf record was brought into Venice if I remember correctly. WHile you always had to have a permit to catch them I wasn't aware it was illegal. Even when we caught them there was no money for them I always heard it was due to the water being so much warmer here than in the NE.

That compounded with the lactic acid buildup from the fish fighting

One of only two breeding areas for Atlantic Bluefin and the population in the Mediterranean is essentially reproductively extinct due to severe overfishing.

Go to mouth of the river in deep cold water in about a month and you may find them, you will never land them

actually should be interesting what affects the oil spill will have on the breeding grounds of the bluefin tuna in the gulf. I know that they have a couple of lsu fisheries oceanographers researching that stuff right now
