I started to give him my ins. card, and he goes "no dumbass, I don't want to see that, this will only cost $9, and it's non-moving."

Something similar happened to me. Back in highschool a local cop pulled me over, and decided to give me a break since I was in school. I thought he was still going to give me a speeding ticket when he said, " I didn't see you have a seat belt on. Did you?"
"Yes sir."
"You sure? Because if someone asks me that, I say, no officer."
"Why would you say no? I did have it on."
"Listen kid, I could give you a seat belt ticket, or write you a speeding ticket."
"No sir, I didn't have my seat belt on."

Turn your music down, roll your window down, shut your car off, and follow verbal commands.
What about do this and also sticking both hands outside of the window?

There are tactical pros and cons for the officer for each scenario.

Some officers like you to stay in the vehicle and some like to do their stops with the violator out of the vehicle.

It's strictly preference. But like most have recommended, stat put in your vehicle until given instructions on what the officer wants.

I'm a night guy. I put my spot light on the driver side to hit the mirror, I have my take downs on to light up the rear window, and have my overheads on. I use a small red pocket light in order to see inside of my unit. I am virtually invisible to the offender. So having them out of the vehicle puts me in a better tactical position than walking up the the vehicle

One time I got out of the car and had a gun pulled on me. I don't recommend you do it. My buddy dropped me off from school there is a stop sign before my drive way. He bumped and rolled and pulled in not noticing the cop behind us. I got out of the car in my drive way to a gun pointed at me and a "get te frick back in the car". No siren or lights to signal the pull over. Ever since then I have despised cops. When he came to the window(after writing the ticket) I leaned over and told him(politely) he didn't have any lights or sirens on so I didn't understand why he pulled the gun. He then went on to tell me that in Covington "we don't frickING play". I smiled and then got out the car and walked to my door.

I've always just sat there. I usually get my stuff ready for them too and have never had an issue with anyone getting nervous or pulling shite on me. I've probably been pulled over about 5 or 6 times in 16 years of driving. Fortunately I've never seemed to have any wannabe super cops pull me over.

re: When a cop stops you, do you stay in your car or go to cop's car?

I think I freaked the crap out of the cop who gave me a ticket once. He stood in the road and motioned me and the car behind me to pull over. When he came to my car, I had my paperwork ready and handed to him. HE walked to the car behind me to get their info and I realize I gave him an expired registration. I got out the car (not thinking, I just didn't want to get in more trouble for something like registration)
And said started with what I thought was a very polite "sir" to get his attention. The look in his eyes was priceless. I stepped back for a second and thought to myself "oh crap" but after I explained he actually laughed about it.

I usually get out of my car before the cop has time to stop and talk my way out of the ticket... Most times. I received my first ticket in 7 years a few months back in some backwoods town about 1am coming back from a hunting trip in Mississippi.

I turn the ignition off, pull the keys out, drop them on the ground outside of the window, and leave both hands sticking out the driver's side window.

If its at night...grab your papers quickly then turn on your interior lights and if you have a rear power window, let it down.. shows em you have nothing to hide. been pulled over 20 times or so, only got 1 ticket.
