help with taxes - vehicle value plate fee?

per turbotax - In Louisiana you can deduct the vehicle value plate fee which is based on the value of the car. Any idea where i get this?
I'm guessing this doesn't count all the taxes that I had to pay when i registered my vehicle (used car i bought from private party)? Is that just deductible if I don't go with standard income tax deduction?

Purely a guess here as I'm unfamiliar with the nomenclature, BUT, it's probably for out-of-staters who move to Louisiana. These people have typically already paid the sales tax on the vehicle in the state in which they previously resided. But, when they move to Louisiana they have to pay Louisiana a tax in order to register the car and get a LA license plate. Typically, it's referred to as either a "sales" or "use" tax, but TurboTax could be referring to it as a "vehicle value plate fee".
