NOAA Fisheries Announces Changes to the Recreational
Red Snapper Season in the Gulf of Mexico
On March 25, 2013, a temporary emergency rule will publish in the Federal Register that gives NOAA Fisheries the authority to set separate closure dates for the recreational red snapper season in federal waters off individual Gulf of Mexico states. The closure dates will depend on whether state regulations are consistent with federal regulations for the recreational red snapper season length or bag limit. This action was requested by the Gulf of Mexico Fishery Management Council at their February meeting to provide a fairer and more equitable distribution of recreational red snapper fishing opportunities among anglers in all the Gulf of Mexico states.
The federal recreational season for Gulf of Mexico red snapper begins June 1 each year with a 2-fish bag limit. The length of the season is determined by the amount of the quota, the average weight of fish landed, and the estimated catch rates over time. NOAA Fisheries is responsible for ensuring the entire recreational harvest, including harvest in state waters, does not exceed the recreational quota. Therefore, if states establish a longer season or a larger bag limit for state waters than the federal regulations allow in federal waters, the federal season must be adjusted to account for the additional harvest expected in state waters.
If all states were to implement consistent regulations, the 2013 recreational season would be 28 days, assuming the recreational quota is increased to 4.145 million pounds through separate rule-making. However, Texas, Louisiana, and Florida have indicated they will implement inconsistent red snapper regulations for their state waters. Therefore, without this emergency rule, the 2013 federal season would be reduced to 22 days to compensate for that additional expected harvest.
This emergency rule allows NOAA Fisheries to calculate the recreational red snapper fishing season separately in the EEZ off each state to account for any inconsistency of regulations in state waters. Based on the expected regulations for Texas, Louisiana, and Florida, the
preliminary season lengths would be as follows: Texas, 12 days; Louisiana, 9 days; Mississippi and Alabama, 28 days; and Florida, 21 days. The method for calculating these dates can be found in a report (SERO-LAPP-2013-02) at

NOAA Fisheries will officially announce the closure dates through a separate Southeast Fishery Bulletin.
All other federal regulations for recreational red snapper are still in effect. In particular, if federal regulations for red snapper are more restrictive than state regulations, a person aboard a vessel for which a federal charter/headboat permit for Gulf reef fish has been issued must comply with federal regulations regardless of where the fish are harvested. Relative to this emergency rule, that means if the federal waters off a particular state are closed for recreational red snapper harvest, then vessels with a federal charter/headboat permit may not harvest red snapper in those state waters even if the waters off the vessel's home state are still open.

It would appear that they are intentionally trying to cripple or kill the charter / party boat industry in an effort to get them to lobby the states to play along with the Feds. Is that what's happening here?

Bottom line, the science that THEY choose to use is very flawed. Shocking that libs would use flawed science.

How many snapper did they kill with their Rig Removal legislation? If they really cared about conservation they wouldnt destroy habitat, regardless of how it got there.

Truly sickening. These people don't give a shite about the sportsman or the billions of $$$ spent. I am surprised the recreational boat builders aren't up in arms about this. If these type regulations are the future there is no reason to own anything but a bay boat

this is getting plain goofy. i'm waiting to see what lawsuit(s) are filed on this coming monday because that's right where this is headed - federal court. and who knows what the hell is gona happen in that 3-ring circus.
the larger problem is the federal gov't is undermining its authority to a point where no one is gona give a flying f*** what they have to say anymore even in the extremely rare incidences where they are right.
i think respectful mass civil dissobedience is way over due.

I've said it before and I'll say it again.
If snapper means that much to you(it does to me),
You'll just have to violate.
We were out in EI last year when they set off some charges,
Scooped up 59 of them, every one 10-12 lb range.
We left hundreds floating.
Fact of the matter is, most of them sink because the swim bladders are ruptured from the concussion.
what we saw on the surface was a fraction of the total death toll.

Those snapper do not exist, they are not included in their population calculations due to them being on artificial reefs. Only snapper that live on "natural, live bottom, rock, etc" habitat are included in the "science" used for determing the snapper population.

The 3000+ artificial (concrete pyramids,reef balls, connex containers. etc.) off the coast of AL that are loaded with snapper don't exist in the "science". We get penalized for other areas lack of snapper. Snapper population counts should be broken into zones. Coastal waters From AL to LA are absolutely loaded, might be over populated with the elusive ARS.

I hate that for you LA guys, especially the Charter Captains. However, the Federal Reef Permit can and should be removed from the vessel. The Captain would then require all passengers to acquire a valid State Salt Water Fishing license. You don't have to have a reef permit to be a charter boat; it allows the passengers to fish without an individual license. This would circumvent the fed rules and allow charter boats to fish during state seasons.

This has been a long losing fight with the feds that seems to get worse each year; even with improved stock. This will run more of our great generational "Orange Beach, AL" captains out of business.

There comes a point in time when enough is enough and regs be damned. go fish and frick the feds!
