Number of teams doesn't matter. What matters is the talent level. Most of those 347 D1 teams are sorry as hell.
New Orleans is a small market team where they can't sign any really good FAs. NOLA will have to strike gold in the draft in multiple years like OKC and hope their stars with whom they've drafted over the years resign when their contracts are up. All it takes is for Demps to mess up one contract, which I believe he has already done with Gordon, to set the franchise back for years.
Whereas, with the path LSU is on in recruiting right now with Johnny Jones they will make a significant jump with their quality of play next year and will be alot closer to playing for a title than the Pelicans.
So, my pick is LSU.

Neither will win a title...i'd take LSU if I had to.
It's hard to say, but I can't truly imagine the Pelicans playing in the NBA Finals.
