Urgent Help Needed - FHA / HUD Loan Problem

If you guys don't know the answer but know someone that does, please forward this thread to them.
My brother has a contract on a HUD home. It has $1,200 in escrow repairs that has to be done on the home. He has paid over $1,200 in extension fees because he can't find a contractor who will do the job/paperwork for such a small amount of money.
What are his options? I told him just to pay to have it fixed and then close the loan but the Realtor told him he can't touch the property till he owns it.
Any help is much appreciated guys.
