that was my guess, i stopped donating to him after i gave a 3* dragon and 20 min later saw another request

yup, i did the same thing

using it for an attack, of course I request a lot because I use clan troops as meat shield most of time. Only time I don't is when I get 5* or better, but if it is difference in couple grand gold/elixir I will use every time

but last i checked he did have over 700 donations

In his defense, he has donated a lot.

I think the only time you would really need to call someone out on the donate:receive ratio is if it's close to 1.

For lower lvl players, 1:1 is acceptable. It's when it falls below 1 that we need to reevaluate that member.

ETA:

Also, using CC troops for raiding is acceptable. It's the advantage of being in a clan. It's those that don't contribute to the clan that's the problem. We really don't have those.
