I still don't understand why a black candidate HAS to be interviewed for vacant jobs.

you really dont understand this. Were you just born and dont understand the history of race relations in this country. Im not saying its right to do this, but the hyperbole of "I dont understand" makes you at the least a retard.

I would venture to guess 90%+ of successful functioning members of society now a days are not racist. Or they at least do not act on their racist beliefs in the work place. People are WAY more tolerant than they were even 10 years ago. All things like the Rooney Rule do is say to everyone "hey minorities have to be treated differently"
And that is something in our society that needs to be gone, and is starting to be a thing of the past. Rules like that keep that stigma in place
