I think that depends on who ends up with a real QB
Right now I'm not sure either team does (but I didn't watch Philly very much this year)

I think they will be good on offense as long as they don't run their QB too much and if the offensive line protects him.
Philly has weapons all over the place. McCoy and Brown in the backfield, Desean and Maclin on the outside, etc. It may take awhile for Kansas City to get back on track offensively.

the eagles are a mess and have so many holes to fill on the Oline and all over their D. Kelly is in for a rude awakening.
If Reid gets a decent QB he will be just fine. The Chiefs have had talent just need coaching.

If Kelly can adapt his system and mix in some different schemes I say Philly.
KC doesn't have a QB and loses Dwayne Bowe this year I think. No QB in the NFL = no bueno.

Have you watched the Patriots this year?
They run a hurry up offense because of Kelly and Oregon.
Kelly will likely implement a pro style spread offense (similar to the Pats) with some read option mixed in (depending on his QB).
So picture an uptempo Carolina or Washington or Seattle.

Up tempo offense is so gimmicky that the Patriots and Broncos use it. The Bills rode it to four consecutive Super Bowls. The Bengals. THE frickING BENGALS got to a Super Bowl running an up tempo offense. Gimmicky my arse.
The zone read has been used rather frequently in the NFL since 2005. No longer a gimmick.
Since when is the play action pass a gimmick? 1930?
Misdirection plays have been a staple of football play books since Day One.
Zone blocking is a gimmick? Someone should tell the Broncos under Shanahan, the Falcons a few years ago, the Texans, and the Redskins now.
