I think it could be argued that he is anti-hero and really his relationship with Raylan has yet to be permanently defined.

Either or, this is about antagonist that make the story, so well written they elicit extreme emotions either way.

yeah, updated the OP to reflect the answer to the question.

I'm going to add President Coriolanus Snow from the Hunger Games Series, his ability to elicit hatred from the reader was great. He didn't care about human life in any way, and it was one of the many things that drew me into the story of the series.
