Limit on Number of Coaches

NCAA 11.7.2 Football Bowl Subdivision - There shall be a limit of one head coach, nine assistant coaches and two graduate assistant coaches who may be employed by an institution in bowl subdivision football. So are we already maxed out in coaches? Also if a "recruiter" coach is hired, and he doesn't actually coach but solely recruit does he count towards the limit since he isn't on the field coaching in practice or in game.
