1. Compensate for lack of a "rep" and/or PM system.

2. A way to complement a post without actually posting.

3. Shamelessly rip off Facebook, who probably ripped it off from someone else.

But you don't know who clicked it, so people will still post " " so that everyone knows they think it's funny instead of anonymously liking it.
