No you can order that, the stripped lower is the gun and it needs to go to a FFL..

First find a local FFL Dealer. FFLDealers.com
Then contact the FFL Dealer about Transfer fees ($20 to $50)
Buy the gun or strip lower online and have your FFL send by mail or fax his License to the dealer that you are buying from.

PWS does make some good stuff, but that's a little high even for a piston gas system.

When you can get a Daniels Defends for $1400, I think a PWS for $1900 is way too much. The other thing to me is the spare parts availability for piston systems is hit or miss. Had the piston systems come along 20 years ago, they would have done great, but the manufacturing process for DI AR's has been just about perfected and they are very reliable now days. I watched a video on youtube a couple weeks ago of a guy that fired his AR non stop until his Magpul handguards caught on fire. I think it was somewhere between 4-5 thousand rounds. Even here in Afghanistan the DI M-4's aren't jamming like the M-16A2's did 20 years ago during Desert Shield.

I finally decided to do it, in going to build an AR. 
With the market the way it is, is it possible to build a quality AR for about $1000(not including optics/accessories)?
Are parts available to build with?

I plan on getting my upper minus BCG and charging handle for <500
Just keep a close eye on ARFCOM and you will find a deal on whichever part you're in need of.
