Mini owner checking in: Mini is 
Regular ipad (3 or newest) would be the gift to impress the most.
Mini is very friggin useful / fun IMO

Depends on what they will use it for. If they want to use it as an e-reader or a casual web surfer on the couch go with the iPad mini. If they are more of a power user, go with the iPad 4.
And for heaven's sake don't pick the iPad 2 over the mini. You will just be shortchanging the other person. The iPad 2 sucks compared to the iPad mini, not to mention future OS support for it will end much sooner than the mini.

It's for a Christmas gift. I don't think the newest larger ipad will be out by then. Will the ipad 3 still be ok to get for someone this Christmas?

Why not just buy the iPad 2 refurbished off the Apple website and split the difference?
I've fiddled around with the Mini and its a perfect device. Perhaps the one that will have more folks using 3G and data plans with the Wireless providers because its a tad more "mobile" in terms of its size and portability in public in comparison to the 9.7" current iPad measurement.
But if you wanna buy a gift, give the iPad 2 refurbished off Apple.com and don't look back.

What I meant was there are two "larger" iPads available. Which one are you referring to? If price is no object then the new iPad seems like the no brainer for you unless the person needs something small. At which case I dont even recommend the mini.

Huh, what do you mean the newer iPad will not be out by then? The 4th generation iPad (or the succesor to the iPad 3 or the iPad 4, whatever you want to call it) has been out for a couple of weeks now and you can walk into an Apple store today and get one.
If you want to save some money, you can get a refurbished iPad 3 from the Apple store. Refurbished offers good value for money, but it will not come with the traditional Apple packaging. They come in a plain white box. Keep that in mind if this is a gift. Personally I never buy new Apple products (except iPhones). All my Apple products have been refurbished and I've never had any problems with them.
You cannot buy a 'new' iPad 3 anywhere anymore. Maybe they will be on sale at places like Best Buy and other places who want to get rid of old stock, but the iPad 3's days are numbered.

I'm confused. I thought what just came out was an ipad mini and the 4th generation ipad wasnt out yet. But is that 4th generation ipad the one being sold on apple's website as "the new ipad"?

Yes
There are 3 available iPad 2, iPad with retina (4th gen), and iPad Mini.
