when you are swapping your running backs and receivers out at every other play.

I think what happened in the past (and especially with Crowton) we had new personnel sets for almost every play and eventually DC's were able to correlate personnel with plays.
It would probably help all of the skill positions if they stayed in for more prolonged periods than being replaced almost every other play.

I'm pretty sure substitutions are a normal thing...
