I want to say it involves the movie Animal house when Pluto was ranting the fraternity about pearl harbor he said the germans did it. Don't hold me to it.

It essentially means that "it's old news" or it was "already posted previously."
It evolved from a line that Bluto (John Belushi) said in "Animal House" after Otter entered the Delta House after being beaten up by the Omegas and Bluto went on a rant that they had to do something....
Bluto: "NOTHING'S over over until WE say it is !!
Was it over when the......Germans bombed Pearl Harbor?"

Correct, and the evolution was a fairly truncated one. It started with people responding sarcastically to the posting of old news with posts like, "News Flash: Japanese Bomb Pearl Harbor." From there, the Belushi "Animal House" reference got picked up and the sarcastic response became, "News Flash: Germans Bomb Pearl Harbor." It then got whittled down to just "Germans."
