Apparently we will be going off shore and fishing reefs. Mostly jigging with cut/live bait straight down. I was told to expect some shark, kings, drum, snapper, cuda ect.
I have no gear and need advice.
I dont want to break the bank but I dont want to buy throw away stuff either.

Why going offshore, Port O has some of the best inshore fishing along the Texas Coast.

The person taking you doesn't have rod/reels to provide? Sounds odd.

I have nothing to add to your fishing trip but will be near you for the South Texas dove opener. Best of luck...

What's your budget? I would go with a Penn Slammer 760L and a Penn® Bluewater Carnage™ Jigging Spinning Rods in the 6'6" 30-80lb. Spool the reel with 65lb Power Pro and be good to go.
Right around $300 total investment. Unless targeting pelagics by trolling, I think a heavy duty spinning set-up is the most versatile set-up you can have offshore. You can jig with it, cast topwater with it, live bait fish with it, and snapper fish with it.

Eat twice at Josie's Mexican Food...once for breakfast and once for a double cheeseburger. Don't miss the cheeseburger...

The boat doesnt have tackle? Tough to find cheap offshore equipment.

FIFY. Its not something you want to skimp on. But for $500 you could get the combo I recommended above and also pick up a used Penn Senator 6/0 (approx $100) and a Star Aerial stand-up rod ($100) in the 50-100lb class and be able to catch damn near anything swimming in the Gulf. You could sabiki, jig, live bait, snapper, and tw fish with the spinning combo and troll, chunk or AJ/grouper fish with the Senator.
If you're adament against spinnning tackle, replace the first combo with a Torium reel and a similar rod to what I mentioned and you have basically the same capabilities but with less casting abilities for live bait and top water.
All this talk makes me wish my wife was in med school in NOLA, not Shreve. Oh well, at least I have better deer hunting and bass fishing up here.

Bulls reds in the surf and jetties
and reds and specs are running in the back lakes.
But this little cool front that is suppose to come in may change things up a bit.

The boat is a friends. He is a freshwater guide that is striking out into new territory and wants to jsut have a fun weekend. We are headed down there with our wives for a fun filled (hopefully fish filled) weekend. And no he has no or limited equipment.

Just stay inshore and use all your bass fishing gear.

Does he know his way around the bays of Port Oconner? May need to make back up plans depending on the weather. Good luck

he and his wife are set on going off shore and fishing for kings, sharks, cobia. He did say if weather was at all rough we would be fishing inshore.
And he has limited experience with the area but with redundant GPS systems, only being out during the day, and navioics we should be able to navigate fair.
