Private 911 Twitter Network

I want to set up a private Twitter network - so my company can issue tweets only to our employees who follow a new emergency 911 Twitter account. Would anyone know how to accomplish that? I'm aware of public vs private tweets where you can approve followers. Is that the only way?

just set up a twitter account for your business

have your employees make an account and follow you.


whenever you tweet, they will see it.

Or set up a GroupMe group. Can use the app on smartphones or SMS any phone. Can access via web.
