Proposed Recruiting Rules Leading to Player Personnel Depts

New proposals opening up non coaching positions as recruiters and a loosening up of some of the more anal contact rules could lead to player personnel depts. I have no idea how likely they are to be adopted, but a lot of it makes sense. My guess is that they will make it more restrictive than suggested here:

Sounds like a move in the direction.
Takes pressure of of the coaches trying to perform tedious recruiting duties, and will eliminate some silly recruiting violations.
