Can someone explain what a franchise tag mean?

They take the top 5 salaries at their position and you get the average $ for 1 year at the #.
An NFL player can only be franchise tagged 3 times over his NFL career.
If Brees didn't sign a contract by today, he would have played under a 1 year, $16.5 mil contract.
