You must have in your possession the benefit issuance or program identification card and positive proof of identification when fishing. These exemptions ONLY apply to Florida residents who are saltwater fishing from the shore or a structure attached to the shore. They do not apply to freshwater fishing, or saltwater fishing from a boat.

The shoreline license is free, so this is really not a big deal.

You're still paying for it, just while youre working to buy food and plan on going fishing when you can, they get to go fish while you're working and buy food with their card.

This got me thinking about buying a saltwater licence in AL.. The LA resident licence is 90 bucks compared to 45 for every other state (FL is 47 or so). WTF is that all about?

So they are exempt from creating additional paperwork and expense to the state by not needing a second form of free identification to salt water fish from the shore. I don't really see a problem with this other than requiring no food stamp residents to have a valid free lisc other than a valid state ID for the same fishing rights.

your better question is why they make someone go get a free license in the 1st place.

Numbers. They based the tax revenue sharing of the national tax on hunting and fishing supplies in part on the number of hunting and fishing license "sold" in each state. So you make everyone go get one, even if free. Codgers too.
