Josey Whales is good but just off the top of my head Lonesome Dove and Unforgiven are quite a bit better. The Man Who Shot Liberty Valance is in a class of its own.

No but The Good, The Bad and The Ugly and Once Upon a Time in the West are equally good IMHO.

Yeah, I'd put those two above The Outlaw Josey Wales, but TOJW is a definite third for me.
