So what's up with the Homeless Woman in Sons of Anarchy

She always shows up during hard times for Jax or Gemma. She even showed up in Ireland.

I thought she was the mother of the 17 year old crazy girl whose father was losing his house, before Jax helped him with his employer. Right. She was supposed to be dead from Jax's father's car wreck, but she lived. Maybe just a coma or a runaway.
