Don't know what your definition of romantic is, but you might consider Delmonico, August, Martinique Bistro, Bistro Daisy, Gautreau's...
If the food is great, it's romantic to me.
There was a thread on this a few weeks ago, but the sucky search function didn't find it.

Gris Gris gave a good list. The restaurants are probably all booked up.
Muriel's and Pelican Club are good fall back options.
As for after dinner places, the Carousel bar a the Montleonne is awesome. The jazz bar at the Royal Sonesta is good. If you want real upscale, the Ritz has the Davenport Lounge for jazz, etc.
You can go all over the place for price and such in N.O. Just depends what you want.
