Yes it does, because #1 won the SEC. Only way to get 3 in is if UGA had got the auto bid to Sugar

The rule only applies if the conference automatic qualifier is not in the championship game. We are the automatic qualifier.

Yes it does.
The only way the rule wouldn't apply is if Arkansas was the conference champ.
