What's the deal with the two scholarship loss?

idk if germans already tried the search feature already so I was wondering since we got sanctioned those two scholarships for the Akiem Hicks deal do we only have three spots left in this recruiting class before we start greyshirting people?

Was wondering because I've heard different things about how the sanctions may have already been applied retroactively or whatnot. If anyone could explain how that affects this years recruiting that'd be great. Thanks
