Why does someone in the AP still vote Boise St. #1?

This may have been explained before, but Boise St. won at Georgia and they are a top 20 team, but LSU beat 2 top 6 teams on the road and this AP voter wants to vote Boise State #1 over LSU?
I'm not trying to be greedy for votes but I don't see how Boise has proven that they should be #1 over LSU this season.
Can this be an AP voter that just wants to make a statement where he wants to make a statement about the BCS and the non-AQ schools should get a chance?
