Been there myself. It means it's been posted before. Redundant post. Origins have something to do with Animal House and Belushi Speech about when The "Germans" bombed Pearl Harbor

I am pretty sure if you do a search you will get your answer...and find out that this thread itself...is...in fact...GERMANS

it means

you posted something that was already covered.

variations include words that mean german things, like Teutonic.

there is the supposition that one is 'supposed' to use the search function before posting.

dont worry if you post a topic that was covered 89 times, unless you are asking for some kind of help with a project that common sense should tell you was covered on the O-T in depth over the years.

Posting on the Tiger Rant limits the topic. Use common sense.

and dont fricking worry about it if someone says its an old topic.

It's a absurd word used to tell you your topic has been posted about before. It makes members feel unique in some odd way, creating their own jargon. Thus forming an exclusive club of sorts.

It is a term used by prepubescent posters, who have no life beyond the net, to indicate that their zero attention spans have been exceeded. Ignore their childish ranting, post what you like without going through a search process.
