they have every right to do so. IMO its no different that a DWI check point or and insurance check point. they are trying to keep the waters safe and as long as you're legal you should comply and want them out there doing their job

The answer is yes, they can check you at any time on the water.

But I don't think they should be able to.

I can understand how some views can be negative toward check points, water craft safety checks, etc.

However, I think the opinions pretty much focus on the word "unreasonable".

When the constitution was developed, I seriously doubt the authors had the fore sight to include, "we don't want the government performing safety checks on high speed motor vehicles and water craft."

I actually have mixed feelings on this myself. But truthfully, I feel much better knowing there are safety checks ensuring others have taken the necessary precautions that I have taken. I've actually been ticketed for forgetting my registration in my boat. My bad. I paid the fine and learned a lesson. I hardly found the experience unreasonable. But again, that's just my point of view.
