Where this is coming from is Oregon released a lot of records under the FOIA today apparently. Request was said to have been made 3.5 months ago.

Telling the NCAA it was a bad investment and the NCAA believing that are not the same thing.
If the NCAA just took everyone at their word USC wouldn't in the shape it's in now.

the NCAA still has to prove...actually i don't even know what they have to prove
is it against the rules for mentors of kids to advise them on selecting a college? i don't think there is a rule on this, unless money changes hands with the kids, and that would only make the kids ineligible anyway.
if there is a rule, then i'd wager 99.9% of all college athletes are ineligible.
if that's not a rule, then the NCAA has to prove lyles paid the kids, which is all but impossible without the kids admitting to it

They don't really have to prove anything. If it looks bad enough to them and there is circumstantial evidence, then they can sanction Oregon. And if Oregon doesn't think it is fair, let them sue, where subpoena power and threat of perjury are available to the NCAA.
Just as the NCAA can't make them do certain things, no school is going to want to be subject to that.
