I dont have a boat, but wheres a good spot to go fishing in baton rouge..heard lsu lakes is okay to fish but anywhere else

LSU Lakes are fishable. Lots of bass, catfish, and bream. I wouldn't eat anything out of them.
Wadill Wildlife Area off of Flannery has a tons of bream in them. Catch and release only I think.
BREC park on Sherwood.
Any subdivision with ponds would probably be better than the three aforementioned. May get run out of some though. I fished Azalea Lakes before and did okay.

there are some good bass ponds up on river road by Gardere and Nicholson (not the turd ponds)
