How would he know the non-Roth funds would be up in 2-3 years when he needs the money for the house purchase?

Doesn't but he wouldn't HAVE TO buy the house at that time then.

he can always transfer funds around to safer bond time funds anyways.

Look at YTM of ST and IT bond funds compared to average coupon of the funds and tell me you really think that is safe.
