I have cox DSL internet service and Satalite for regular TV. The question is can I splice the DSL cable and hook up to another TV to get basic cable so I wont have to run another line through the atic?

No you don't. Cox doesn't do DSL.

You should be able to but use a quality splitter, otherwise you will have shitty signal

I used a quality gold plated spliter once and was having signal weakness so the comcast guy came out and fixed my problem by replacing them with some of the cheap ones. If the splitter fails you might have to call the cable guy out.

It all depends on whether the installer placed a trap on your line. This trap would allow the frequencies needed for the Cox Cable Internet but block the analog cable channels (2-80).
