No, that is about if you sell a large number of stocks and it takes multiple transactions to move the entire lot.

For example.

I sell 50,000 stocks in one order. There is no one willing to buy 50,000 stocks right now, but there is someone willing to buy 20,000. Your broker will sell 20,000 right now and the other 30,000 whenever there is another opportunity.

This can be avoided by selecting all or nothing when placing the order.
